This series includes letters received from the Treasury Department, customs officials at other locations, U.S. Attorneys and federal court clerks, military officers, foreign and U.S. consular officials, owners of ships and cargoes, and the general public. The letters relate to the collection of duties, enforcement of rules and regulations, appointments and resignations, applications and recommendations for employment, personnel administration, review of vouchers and accounts, submission of reports, issuance and loss of ships papers, seizure of ships and cargoes, legal actions in libel against ships and cargoes, sale of ships, damages to shipments, activities of pirates and privateers, smuggling, violations of slave acts, maintenance and operation of office buildings and warehouses, operation and maintenance of lighthouses and revenue cutters, and operation and repair of the Marine Hospital. The records include powers of attorney, copies of documents filed in legal actions, oaths of office, instructions and circulars issued by offices in the Treasury Department, lists of licensed engineers and pilots, reports by boarding officials at various ports of examinations of crew lists, some licenses and other ships papers, manifests, lists of goods seized, bonds for duties on cargoes and storage of goods in warehouses, reports of inbound vessels, receipts for surrendered documents, inspections certificates issued by Inspector of Hulls-Steam, passports and seamen's protection papers, instruments of procurement. The records include oaths regarding invalid pensions for military service and records relating to payments made from 1833 to 1839 by Victorin Patin and J. B. Perault who served as Pension Agent for Louisiana under the direction of the Second Comptroller of the Treasury.

Howell Cobb (September 7, 1815-October 9, 1868) was an American lawyer and diplomat. He served as congressman (1843-51; 1855-57), Speaker of the U.S. House of Representatives (1849-51), governor of Georgia (1851-53), and secretary of the treasury (1857-60).
